In a landmark announcement on Tuesday, President Donald Trump revealed plans for the largest artificial intelligence infrastructure project in history. Backed by three of the tech industry’s most prominent leaders—OpenAI CEO Sam Altman, SoftBank CEO Masayoshi Son, and Oracle Chairman Larry Ellison—the initiative, dubbed Stargate, aims to cement the United States’ position as a global leader in artificial intelligence.
The project will kick off with an initial $100 billion investment, with a goal to expand funding to $500 billion in the coming years. According to Trump, Stargate is expected to generate 100,000 new jobs across the United States and lay the foundation for cutting-edge AI advancements.
“Stargate will build the physical and virtual infrastructure to power the next generation of AI,” Trump said at the White House event. The initiative will include the construction of state-of-the-art data centers across the country, with the first 1-million-square-foot facility already under construction in Texas, Ellison confirmed.

A Response to Growing AI Demands
The project addresses a pressing challenge in the AI industry: the need for expanded infrastructure to support the massive computing demands of advanced AI systems. From chips to power and water resources, AI leaders have stressed the urgency of building robust data center networks to keep pace with growing technological ambitions.
“I think this will be the most important project of this era,” Altman said during the announcement. “We wouldn’t be able to do this without you, Mr. President.”
Oracle, a leading data center operator, will play a key role in the initiative, while SoftBank’s deep financial reserves will support the project’s massive scale. OpenAI will oversee operational responsibilities, ensuring that Stargate aligns with the nation’s strategic goals.
Positioning the U.S. in the Global AI Race
Altman has been a vocal advocate for bolstering America’s AI infrastructure to maintain its competitive edge over China, emphasizing AI’s transformative impact on the economy and national security. In a recent policy paper, OpenAI urged the U.S. government to prioritize investment in AI infrastructure, warning that $175 billion in global funds earmarked for AI projects could flow to China if the U.S. doesn’t act quickly.
“If the U.S. doesn’t attract those funds, they will flow to China-backed projects—strengthening the Chinese Communist Party’s global influence,” OpenAI’s report stated.
Trump echoed these concerns, emphasizing the importance of domestic investment to safeguard U.S. leadership in AI technology. He also criticized European nations for lagging in defense spending, reaffirming his call for NATO allies to shoulder more responsibility.
Economic Impact and Strategic Goals
Oracle described the initiative as a cornerstone of American re-industrialization, with benefits extending far beyond job creation. “This project will secure American leadership in AI, create hundreds of thousands of American jobs, and generate massive economic benefits for the entire world,” the company said in a statement.
SoftBank’s Son will serve as Stargate’s chairman, with additional funding provided by a fourth partner, MGX.
A Mixed Record on Mega-Projects
While the scale of the initiative is unprecedented, some experts have raised questions about the feasibility of such projects, citing past examples. Trump’s 2017 announcement of a $10 billion Foxconn facility in Wisconsin—intended to create 13,000 jobs—fell short of its initial promises, eventually pivoting to a scaled-down data hub with fewer than 1,500 jobs.
Still, Trump remains confident in Stargate’s potential to deliver transformative results. “This isn’t just about technology—it’s about securing America’s future,” he said.
In a significant policy shift, Trump also reversed a 2023 executive order by former President Joe Biden that focused on monitoring AI risks, signaling a new era of AI development focused on rapid expansion and innovation.
